Chords are the foundation of harmony. While sometimes a series of chords may be chosen to fit within a particular scale, more often the process works in reverse.
Usually, composition starts with a chord sequence, and then a series of key centres (each related to a chord in the sequence) is defined to govern the structure of the melody.
