How Do I: Input chords on the upbeat?

Chords are input on the beat.  I can split the measures.  But what if, for example-- in 4/4 a chord start on the upbeat of 4 and continues until the upbeat of 2 in the next measure?

The answer is probably right in front of me, but I can't seem to see it.

Events must start within the range of a segment, but can overhang the end of it.

If your rhythm segments are all one measure in size (the default), then place the event on the upbeat of beat 4 of the previous measure.  You can use the properties table (View-Properties) to set the length to exactly 2 quarter notes, where it will overhang past the end of beat 4.

Alternatively, if you don't need to use repeats, you can join all rhythm segments together to make a single segment for the whole track, so the freedom of placement will be easier to see.
