The Scale Bar appears in Track View when the Scales track has the focus.  It allows you to select the root name of the scale selected in the scale matrix.

These are the same controls that are available in the Edit Scale window.

The scale bar operates in the same way as the chord bar, except controls relating to inversions do not apply and so are inactive.
